TOBACCO
SETTLEMENT FORMULA FUNDS
REQUEST
FOR PROPOSALS
Drexel University and the Drexel College
of Medicine will be receiving a portion of the Health
Research Formula Funds allocated to the Commonwealth
of Pennsylvania as mandated under Tobacco Settlement
Act 77-2001. This year the allocation will be about
$1.23 M. These funds can be used for biomedical research,
defined broadly, with up to one half being available
for infrastructure.
Grants
will be available in two categories.
•
Program Projects
• Start-up Supplements
Program
Projects The bulk of the allocation will
be devoted to the support of groups of investigators
involved in programs of research that could develop
into NIH Program Project awards. The primary determinant
of success will be the scientific merit of the proposal.
Other elements that will be favorable in the evaluation
of such proposals will be:

Involvement of significant numbers of supported
researchers.
• Obvious applications to, or direct involvement
with, clinical practice or commercialization.
• Programs that cut across school and departmental
lines.
The application must include:
•
An overview of the program, limit 3 pages.
• A detailed description of the contribution
of each major participant, including background,
significance and research plan, limit 2 pages per
participant.
• A two page CV for each major participant,
including current and pending support.
• Time Frame and Milestones, as described
in Section 8 of the Strategic Plan as outlined by
the State, 2 pages.
Budget
forms are available for download in Excel format.
The total budget for each application should not exceed
$60,000 per major participant. Infrastructure support
should be less than 50% of the total. Infrastructure,
as defined in Act 77-2001, Chapter 9, Section 902, includes:
office equipment and office supplies; nonprofessional
personnel (includes secretarial staff but NOT research
assistants); laboratory or building construction or
renovations.
Start-up Supplements A limited number of
awards will be made to investigators in their first
faculty positions who began their association with
Drexel after September 1, 2002. These proposals should
be for research programs not already supported by
external funds, and will be limited to amounts under
$50,000.
The
anticipated start date of the award is May
1, 2004 and the deadline for submission of
completed application to the Commonwealth is 2:30
p.m., February 11, 2004. To allow the Formula Funds
Review Committee to complete its intramural review,
we are requesting that you submit your completed applications
by January 15, 2004.
